Deputy Commissioner Vishesh Sarangal on Thursday inspected the progress of upcoming 17 Aam Aadmi Clinics in various areas of the district besides reviewing the functioning of existing 38 such clinics.

Accompanied by Civil Surgeon Dr Raman Sharma and other officers of the health department, Sarangal visited Jalandhar Cantonment, Bhagro Camp, Garha, Giddarpindi and other localities where the new clinics are coming up under the state government’s flagship scheme. He instructed the officials to ensure there was no deficiency in the standard of work being carried out in these new clinics. Besides, the DC also inquired about the availability of required medical equipment, medicines etc from the officials and asked them to deploy more manpower in Bhargo camp Clinic.

The Deputy Commissioner said that Jalandhar was set to get 17 new Aam Aadmi Clinics, which will be dedicated to the city residents on August 15. A total of 38 such clinics are already operational here in which 2.49 lakh people have availed services. As many as 37813 free lab tests are already carried out in these clinics.
Expressing satisfaction over the ongoing work, Sarangal said that the senior officers were already deputed to review the work in these clinics daily so as to ensure timely completion. He added that the Punjab government led by Chief Minister Bhagwant Mann was committed to provide the best healthcare facilities to the people free of cost at their doorsteps and expressed hope that these new clinics would help to make the state healthy.

Phillaur (Jalandhar) : Punjab Forest and Wildlife Minister Lal Chand Kataruchakk on Thursday said that as per the directions of Punjab Chief Minister Bhagwant Mann, his department would plant 9.5 lakh saplings across Bist circle during ongoing monsoon season.

90-percent of the plantation has already been completed in this circle and remaining exercise will be over soon.

During a meeting held with officers of the Bist Forest circle in Phillaur, Kataruchakk said that 3.5 lakh saplings in Gurdaspur and Amritsar forest circles respectively and 2.5 lakh saplings in Jalandhar circle were being planted. He said that instructions were already issued to officers for ensuring proper upkeep of these saplings. He underscored the important role that trees play in preserving the environment, improving air quality, conserving water and soil health and said that the youth must become ambassadors of environment conservation to make ‘Green and Clean Punjab’.

The Minister also stressed upon the maximum deployment of MG-NREGA workers for the plantation to ensure that they continue to get employment. He also asked the officers to give utmost priority on the planned plantation along the highways and other state roads. Later, he also told the officials to submit the proposal of installing iron chain-link fencing along the forest border of Jalandhar division.

Earlier, he reviewed the implementation of various programs in this circle and also planted a sapling in the office complex of the forest department.

Prominent amongst those present on the occasion included Conservator of Forests ( Bist Circle) Satender Kumar Sagar, Divisional Forest Officer Jarnail Singh and other range officers.

On the directives of Jalandhar Deputy Commissioner Vishesh Sarangal, teams led by Sub Divisional Magistrates on Tuesday conducted surprise checking at immigration firms falling within their jurisdiction to ensure strict compliance of norms laid down under Punjab Travel Professionals Regulation Act.
 
Divulging the details, the deputy commissioner said that a drive has been launched to check the licenses and other documentation of immigration firms/consultants/IELTS institutes so as to ensure that they were transacting their business as per the provisions of the Act. He further mentioned that earlier he had formed sub-division level teams to carry out this mammoth exercise to check every single immigration firm in the district. “We have told the immigration firms to comply with the provisions of the Punjab Travel Professionals Regulation Act, and rules framed under this Act, else strict action would be initiated against those running their business violating the provisions of the Act”, he added. He also said this inspection will continue for the next few days and if any firm was found violating the law or operating without a license, strict action will be taken against its owner.
 
SDM-I Vikas Heera and SDM-II Balbir Raj Singh conducted surprise inspections at the premises of immigration firms/IELTS institutes in the city while other Sub Divisional Magistrates also carried out checking in their respective sub divisions. Mr. Sarangal said that these teams were ensuring that the firms running their immigration business have obtained licenses from the district administration besides checking other necessary formalities on the part of the license holder firms. He stated that all the firms are duty-bound to submit their monthly business reports with the district administration besides maintain proper record of their customers.  The DC also urged the students to approach only those travel agents who had a valid license issued by the district administration. He also appealed to all the travel agents to get licenses issued from the administration for carrying out their work. He reiterated that the administration would not allow anyone to dupe the innocent people on pretext of sending them abroad.

Jalandhar, August 1: Lok sabha MP from Jalandhar Mr Sushil Kumar Rinku today urged the Union government for naming the newly constructed domestic terminal of Adampur Airport, after the name of Sri Guru Ravidas Ji.

In a letter written to Union Civil Aviation Minister Mr Jyotiraditya M Scindia, he said that the Punjab Vidhan Saba had passed a resolution to name the domestic terminal of Adampur Airport, District Jalandhar after the name of ‘Shri Guru Ravidas Ji.’ Hence, he said that keeping the resolution of the Punjab Vidhan Saba and the emotional and religious sentiments of people, the Adampur Airport must be named after Sri Guru Ravidas Ji. Pressing for immediately resuming airline services from the Terminal, he said that it is the need of hour to provide air connectivity to region.

He said that looking at the potential and requirement of air connectivity to Doaba region of Punjab, Government of India had in past permitted low cost airline Spice Jet to operate flights on the Delhi-Adampur sector under the UDAN scheme. Also the flight from Mumbai-Adampur-Mumbai started and these flights successfully operated till April 2021. He said that Seeing the positive response of the air traffic and catering to the demands of the sector, Govt. of India had approved the construction of a new terminal building by AAl with the intent to add more sectors.

He said that the new Terminal Building with all modern facilities with peak hour capacity of 300 Passengers (150 arrival & 150 departure) has already been completed. But No flight has been started till now which is causing grave inconvenience to the commuters, visitors and residents of the Doaba region (which has huge NRI population and frequently move across the globe) and also, showing the effectiveness of UDAN scheme in bad light. He said that Further in absence of any flight, the whole project cost of renovations amounting to Rs. 125 Crores including the work of Construction of New Terminal Building. Apron & associated works, operational & maintenance expenses etc remains an exercise in futility.

He also said that there is a long-standing demand of people from central Punjab (Doaba region) for direct flights to international destinations. AAI has recently constructed a modem and updated ‘civil enclave’ at Adampur airport near Jalandhar. There is great demand for direct international flights from this ‘civil enclave’ to UAE due to the sizeable number of Indians, belonging to the area, working in places like Dubai/Abu Dhabi. Further, there has been consistent demand, since long, from huge Indian diaspora, settled in UK. for direct flights from Jalandhar to Birmingham.

He said that There are ‘tour operators, of this region, willing to partner with Indian carriers, like Spicelet, for guaranteed passenger load for both. Adampur-Dubai and Adampur-Birmingham flights. Therefore, your kind intervention is requested to direct airlines to resume flights on the Delhi- Adampur-Delhi sector along with the additional above stated proposed international sectors at the earliest so that major respite is given to huge population of the region.

ਮੀਤ ਹੇਅਰ ਨੇ ਦੱਸਿਆ ਕਿ ਓਲੰਪਿਕ ਖੇਡਾਂ ਦੇ ਸੋਨੇ, ਚਾਂਦੀ ਤੇ ਕਾਂਸੀ ਦੇ ਮੈਡਲ ਜੇਤੂਆਂ ਦੀ ਮੌਜੂਦਾ ਇਨਾਮ ਰਾਸ਼ੀ ਕ੍ਰਮਵਾਰ 2.25 ਕਰੋੜ, ਡੇਢ ਕਰੋੜ ਰੁਪਏ ਤੇ ਇਕ ਕਰੋੜ ਰੁਪਏ ਤੋਂ।ਵਧਾ ਕੇ ਕ੍ਰਮਵਾਰ 3 ਕਰੋੜ, 2 ਕਰੋੜ ਤੇ ਇਕ ਕਰੋੜ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਕਰੀਬ 25 ਖੇਡਾਂ ਤੇ ਤਮਗ਼ਾ ਜੇਤੂਆਂ ਨੂੰ ਨਗਦ ਇਨਾਮ ਮਿਲਦੇ ਸਨ ਜਦੋਂ ਕਿ ਹੁਣ ਇਨ੍ਹਾਂ ਦੀ ਗਿਣਤੀ ਵਧਾ ਕੇ 80 ਤੋਂ ਵੱਧ ਕਰ ਦਿੱਤੀ ਹੈ।

ਮੀਤ ਹੇਅਰ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਤਮਗ਼ਾ ਜੇਤੂ ਬਿਹਤਰੀਨ ਖਿਡਾਰੀਆਂ ਲਈ ਤਿਆਰ ਕੀਤੇ ਵਿਸ਼ੇਸ਼ ਕਾਡਰ ਵਿੱਚ 500 ਪੋਸਟਾਂ ਦੀ ਵਿਵਸਥਾ ਜਿਨ੍ਹਾਂ ਵਿੱਚ 40 ਡਿਪਟੀ ਡਾਇਰੈਕਟਰ, 92 ਸੀਨੀਅਰ ਕੋਚ, 138 ਕੋਚ ਤੇ 230 ਜੂਨੀਅਰ ਕੋਚ ਸ਼ਾਮਲ ਹਨ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਹਰਿਆਣਾ ਵਿੱਚ 2017 ਕੋਚਾਂ ਦੇ ਮੁਕਾਬਲੇ ਪੰਜਾਬ ਵਿੱਚ ਸਿਰਫ 309 ਕੋਚ ਹਨ ਅਤੇ ਨਵੀਂ ਖੇਡ ਨੀਤੀ ਅਨੁਸਾਰ 2360 ਕੋਚਾਂ ਦੀ ਪ੍ਰਸਤਾਵਨਾ ਹੈ।

ਖਿਡਾਰੀਆਂ ਵਾਂਗ ਕੋਚਾਂ ਤੇ ਪ੍ਰਮੋਟਰਾਂ ਲਈ ਪਹਿਲੀ ਵਾਰ ਐਵਾਰਡ ਸ਼ੁਰੂ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆ ਹੈ। ਮੀਤ ਹੇਅਰ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਦੇ ਕੋਚਾਂ ਨੂੰ ਹੁਣ ਓਲੰਪੀਅਨ ਬਲਬੀਰ ਸਿੰਘ ਸੀਨੀਅਰ ਕੋਚ ਐਵਾਰਡ ਮਿਲੇਗਾ ਜਿਸ ਵਿੱਚ 5 ਲੱਖ ਰੁਪਏ ਇਨਾਮ ਰਾਸ਼ੀ, ਟਰਾਫੀ ਤੇ ਬਲੇਜ਼ਰ ਸ਼ਾਮਲ ਹੋਵੇਗਾ। ਇਸੇ ਤਰ੍ਹਾਂ ਖੇਡਾਂ ਨੂੰ ਪ੍ਰਮੋਟ ਕਰਨ ਵਾਲੀ ਕੋਈ ਵੀ ਨਿੱਜੀ ਸੰਸਥਾ ਜਾਂ ਵਿਅਕਤੀ ਲਈ ਮਿਲਖਾ ਸਿੰਘ ਐਵਾਰਡ ਫਾਰ ਸਪੋਰਟਸ ਪ੍ਰਮੋਟਰਜ਼/ਆਰਗੇਨਾਈਜੇਸ਼ਨ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਇਨਾਮ ਰਾਸ਼ੀ ਵਿੱਚ 5 ਲੱਖ ਰੁਪਏ, ਮਮੈਂਟੋ, ਬਲੇਜ਼ਰ ਤੇ ਸਨਮਾਨ ਪੱਤਰ ਸ਼ਾਮਲ ਹੋਵੇਗਾ।

ਮੀਤ ਹੇਅਰ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਸਾਰੇ ਉਮਰ ਵਰਗਾਂ ਤੇ ਫਿਜ਼ੀਕਲ ਫਿਟਨੈਸ ਨੂੰ ਧਿਆਨ ਵਿੱਚ ਰੱਖਦਿਆਂ ਪਿੰਡ ਪੱਧਰ ਉਤੇ ਸਥਾਨਕ ਲੋੜਾਂ ਨੂੰ ਦੇਖਦਿਆਂ ਖੇਡ ਮੈਦਾਨ ਸਥਾਪਤ ਕੀਤੇ ਜਾਣਗੇ। ਕੁੱਲ ਬਜਟ ਦੀ 25 ਫੀਸਦੀ ਵਨ ਟਾਈਮ ਮੈਚਿੰਗ ਗਰਾਂਟ (ਵੱਧ ਤੋਂ ਵੱਧ 10 ਲੱਖ ਰੁਪਏ ਪ੍ਰਤੀ ਪਿੰਡ) ਦੇਣ ਦੀ ਵਿਵਸਥਾ ਹੋਵੇਗੀ। ਇਸੇ ਤਰਾਂ ਬਿਹਤਰ ਕੋਚਿੰਗ, ਖੇਡ ਸਮਾਨ ਅਤੇ ਰਿਫਰੈਸ਼ਮੈਂਟ ਵਾਲੀਆਂ ਕਲੱਸਟਰ ਪੱਧਰ ਦੀਆਂ 1000 ਖੇਡ ਨਰਸਰੀਆਂ ਸਥਾਪਤ ਕੀਤੀਆਂ ਜਾਣਗੀਆਂ। 25 ਲੱਖ ਰੁਪਏ ਪ੍ਰਤੀ ਨਰਸਰੀ ਦੇ ਹਿਸਾਬ ਨਾਲ ਇਸ ਦਾ ਕੁੱਲ 250 ਕਰੋੜ ਰੁਪਏ ਬਜਟ ਹੋਵੇਗਾ। ਕੌਮੀ ਪੱਧਰ ਦੇ ਮੁਕਾਬਲਿਆਂ ਲਈ ਖਿਡਾਰੀਆਂ ਨੂੰ ਤਿਆਰ ਕਰਨ ਲਈ ਹਰ ਜ਼ਿਲੇ ਵਿੱਚ 200 ਖਿਡਾਰੀਆਂ ਦੇ ਸਪੋਰਟਸ ਹੋਸਟਲਾਂ ਵਾਲਾ ਜ਼ਿਲਾ ਖੇਡ ਢਾਂਚਾ ਉਸਾਰਿਆ ਜਾਣਾ ਹੈ। ਸੂਬੇ ਭਰ ਵਿੱਚ ਕੁੱਲ 5000 ਖਿਡਾਰੀਆਂ ਦੀ ਸਮਰੱਥਾ ਹੋਵੇਗਾ ਜਿਸ ਦਾ 250 ਕਰੋੜ ਰੁਪਏ ਬਜਟ ਬਣਦਾ ਹੈ। ਅਤਿ-ਆਧੁਨਿਕ ਸਹੂਲਤਾਂ ਨਾਲ ਲੈਸ ਸਟੇਟ ਲੈਵਲ ਦੇ ਸੈਂਟਰ ਸਥਾਪਤ ਕਰਨੇ ਹਨ। ਜਲੰਧਰ, ਮਾਹਿਲਪੁਰ ਤੋਂ ਇਲਾਵਾ ਮੁਹਾਲੀ, ਪਟਿਆਲਾ, ਲੁਧਿਾਣਾ, ਬਠਿੰਡਾ ਤੇ ਅੰਮ੍ਰਿਤਸਰ ਦੇ ਜ਼ਿਲਾ ਪੱਧਰੀ ਢਾਂਚੇ ਨੂੰ ਸਟੇਟ ਪੱਧਰ ਤੱਕ ਅੱਪਗ੍ਰੇਡ ਕਰਨਾ ਹੈ।

ਖੇਡ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ 35 ਗਰੇਡਸ਼ਨ ਸੂਚੀ ਵਾਲੀਆਂ ਖੇਡਾਂ ਦੀ ਗਰੇਡਸ਼ਨ ਤੋਂ ਇਲਾਵਾ ਓਲੰਪਿਕ, ਏਸ਼ਿਆਈ ਤੇ ਕਾਮਨਵੈਲਥ ਖੇਡਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਖੇਡਾਂ ਦੀ ਵੀ ਗਰੇਡਸ਼ਨ ਹੋਵੇਗੀ। ਗਰੇਡਸ਼ਨ ਸਰਟੀਫਿਕੇਟ ਆਨਲਾਈਨ ਦੇਣ ਦੀ ਵਿਵਸਥਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਦੱਸਿਆ ਕਿ ਸਰਕਾਰ ਸਿਰਫ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਖੇਡਾਂ ਨੂੰ ਹੀ ਗਰੇਡਸ਼ਨ, ਨੌਕਰੀਆਂ ਤੇ ਨਗਦ ਇਨਾਮ ਦੇ ਸਕਦੀ ਹੈ। ਕੋਚਾਂ ਤੇ ਪੀ.ਟੀ.ਆਈਜ਼ ਦੀ ਭਰਤੀ ਲਈ ਖੇਡਾਂ ਦੀਆਂ ਪ੍ਰਾਪਤੀਆਂ ਨੂੰ 30 ਫੀਸਦੀ ਪ੍ਰਮੁੱਖਤਾ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਖਿਡਾਰੀਆਂ ਦੀ ਚੋਣ ਲਈ ਪਾਰਦਰਸ਼ਤਾ ਤੇ ਨਿਰਪੱਖਤਾ ਲਿਆਉਣ ਲਈ ਨਵੇਂ ਨਿਯਮ ਲਿਆਂਦੇ ਜਾਣਗੇ ਜਿਸ ਤਹਿਤ ਮਾਹਿਰ ਕੋਚ ਨਿਗਰਾਨ ਨਿਯੁਕਤ ਹੋਣਗੇ। ਖਿਡਾਰੀਆਂ ਦੇ ਪ੍ਰੋਫਾਈਲ ਵਾਸਤੇ ਵੈਬਸਾਈਟ ਤਿਆਰ ਕੀਤੀ ਜਾਵੇਗੀ। ਖੇਡ ਮੁਕਾਬਲਿਆਂ ਦੇ ਸਿੱਧੇ ਪ੍ਰਸਾਰਨ ਲਈ ਸਮਰਪਿਤ ਯੂ ਟਿਊਬ ਚੈਨਲ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾਵੇਗਾ।

ਕੌਮਾਂਤਰੀ ਪੱਧਰ ਦੇ ਖੇਡ ਮੁਕਾਬਲਿਆਂ ਦੀ ਸਿਰਫ ਤਿਆਰੀ ਲਈ ਪਹਿਲੀ ਵਾਰ ਨਗਦ ਇਨਾਮ ਰਾਸ਼ੀ ਦੇ ਐਲਾਨ ਕਰਦਿਆਂ ਮੀਤ ਹੇਅਰ ਨੇ ਦੱਸਿਆ ਕਿ ਓਲੰਪਿਕ ਖੇਡਾਂ ਤੇ ਪੈਰਾਲੰਪਿਕਸ ਲਈ 15 ਲੱਖ ਰੁਪਏ, ਡੈਫਲੰਪਿਕਸ, ਸਪੈਸ਼ਲ ਓਲੰਪਿਕਸ, ਵਿਸ਼ਵ ਚੈਂਪੀਅਨਸ਼ਿਪ ਤੇ ਵਿਸ਼ਵ ਕੱਪ (ਚਾਰ ਸਾਲਾਂ), ਏਸ਼ੀਅਨ ਗੇਮਜ਼, ਪੈਰਾ ਏਸ਼ੀਅਨ ਤੇ ਡੈਫ ਏਸੀਅਨ ਗੇਮਜ਼, ਕਾਮਨਵੈਲਥ, ਪੈਰਾ ਤੇ ਡੈਫ ਕਾਮਨਵੈਲਥ ਗੇਮਜ਼, ਚਾਰ ਸਾਲਾਂ ਬਾਅਦ ਹੋਣ ਵਾਲੀਆਂ ਵਿਸ਼ਵ ਗੇਮਜ਼ ਲਈ 8-8 ਲੱਖ ਰੁਪਏ, ਸਪੈਸ਼ਲ ਓਲੰਪਿਕਸ ਲਈ 7 ਲੱਖ ਰੁਪਏ, ਆਈ ਸੀ ਸੀ ਵਿਸ਼ਵ ਕੱਪ, ਵਿਸ਼ਵ ਟੈਸਟ ਚੈਂਪੀਅਨਸ਼ਿਪ, ਟਵੰਟੀ-20 ਵਿਸ਼ਵ ਕੱਪ ਤੇ ਬਲਾਈਂਡ ਵਿਸ਼ਵ ਕੱਪ ਲਈ 6 ਲੱਖ ਰੁਪਏ, ਹਰ ਸਾਲ ਹੋਣ ਵਾਲੀ ਵਿਸ਼ਵ ਚੈਂਪੀਅਨਸ਼ਿਪ ਤੇ ਐਫਰੋ ਏਸ਼ੀਅਨ ਗੇਮਜ਼ ਲਈ 5 ਲੱਖ ਰੁਪਏ, ਯੂਥ ਓਲੰਪਿਕਸ, ਏਸ਼ੀਅਨ ਤੇ ਕਾਮਨਵੈਲਥ ਚੈਂਪੀਅਨਸ਼ਿਪ ਲਈ 4 ਲੱਖ ਰੁਪਏ, ਸੈਫ ਗੇਮਜ਼ ਤੇ ਸੈਫ ਚੈਂਪੀਅਨਸ਼ਿਪ ਲਈ 3 ਲੱਖ ਰੁਪਏ, ਵਿਸ਼ਵ ਯੂਨੀਵਰਸਿਟੀ ਗੇਮਜ਼, ਯੂਥ ਕਾਮਨਵੈਲਥ ਗੇਮਜ਼, ਵਿਸ਼ਵ ਜੂਨੀਅਰ ਗੇਮਜ਼ ਤੇ ਚੈਂਪੀਅਨਸ਼ਿਪ ਲਈ 1 ਲੱਖ ਰੁਪਏ ਦਿੱਤੇ ਜਾਣਗੇ।

ਖੇਡ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਕੌਮੀ ਪੱਧਰ ਉਤੇ ਮੈਡਲ ਜੇਤੂਆਂ ਨੂੰ ਮਹੀਨਾਵਾਰ ਵਜ਼ੀਫਾ ਦੇਣ ਲਈ ਪਹਿਲੀ ਵਾਰ ਬਲਬੀਰ ਸਿੰਘ ਸੀਨੀਅਰ ਵਜ਼ੀਫਾ ਸਕੀਮ ਦੇਣ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਸਕੀਮ ਤਹਿਤ ਸੀਨੀਅਰ ਪੱਧਰ ਉਤੇ ਨੈਸ਼ਨਲ ਮੈਡਲ ਜੇਤੂ ਨੂੰ ਇਕ ਸਾਲ ਲਈ 16 ਹਜ਼ਾਰ ਰੁਪਏ ਵਜ਼ੀਫਾ ਅਤੇ ਜੂਨੀਅਰ ਪੱਧਰ ਉਤੇ ਨੈਸ਼ਨਲ ਮੈਡਲ ਜੇਤੂ ਨੂੰ ਇਕ ਸਾਲ ਲਈ 12 ਹਜ਼ਾਰ ਰੁਪਏ ਵਜ਼ੀਫਾ ਦਿੱਤਾ ਜਾਵੇਗਾ।

ਮੀਤ ਹੇਅਰ ਨੇ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਪਿਛਲੇ ਸਮੇਂ ਵਿੱਚ ਖੇਡਾਂ ਵਿੱਚ ਆਈਆਂ ਤਬਦੀਲੀਆਂ ਅਤੇ ਪਿਛਲੀਆਂ ਖੇਡ ਨੀਤੀਆਂ ਵਿੱਚ ਕਈ ਕਮੀਆਂ ਨੂੰ ਦੇਖਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਨਵੀਂ ਖੇਡ ਨੀਤੀ ਬਣਾਉਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਗਿਆ। ਖੇਡ ਵਿਭਾਗ ਵੱਲੋਂ ਨਵੀਂ ਨੀਤੀ ਬਣਾਉਣ ਲਈ ਮਾਹਿਰਾਂ ਦੀ ਕਮੇਟੀ ਬਣਾਈ ਗਈ। ਕਮੇਟੀ ਵਿੱਚ ਹਾਕੀ ਓਲੰਪੀਅਨ ਸੁਰਿੰਦਰ ਸਿੰਘ ਸੋਢੀ ਤੇ ਸਾਬਕਾ ਡੀ.ਜੀ.ਪੀ. ਰਾਜਦੀਪ ਸਿੰਘ ਗਿੱਲ ਤੋਂ ਇਲਾਵਾ ਐਨ.ਆਈ.ਐਸ., ਸਾਈ. ਉਚੇਰੀ ਸਿੱਖਿਆ ਤੇ ਸਕੂਲ ਸਿੱਖਿਆ ਦੇ ਖੇਡਾਂ ਨਾਲ ਸਬੰਧਤ ਨੁਮਾਇੰਦੇ ਸ਼ਾਮਲ ਕੀਤੇ ਗਏ। ਪੰਜਾਬ ਪੈਰਾ ਸਪੋਰਟਸ ਐਸੋਸੀਏਸ਼ਨ ਦੇ ਨੁਮਾਇੰਦੇ ਅਤੇ ਜ਼ਿਲਾ ਖੇਡ ਅਫਸਰ ਦੀ ਸ਼ਮੂਲੀਅਤ ਤੋਂ ਬਿਨਾਂ ਆਮ ਲੋਕਾਂ ਤੋਂ ਸੁਝਾਅ ਲਏ ਗਏ

To make Punjab the number one state in the country in the field of sports and to create a sports culture in the state, the Minister of Sports Gurmeet Singh Meet Hayer announced new incentives for the sportsmen while releasing today the details of the new sports policy passed by the Cabinet led by Chief Minister Bhagwant Mann.

In the new sports policy of the State Government, the Sports Minister announced the gifts in the form of cash prizes, paving the way for awards for players as well as coaches and jobs for the players. Starting from the construction of sports nurseries, centers equipped with state-of-the-art facilities will be built in every village of the state. The minister was accompanied by Special Chief Secretary Saravjit Singh, Member of Expert committee MBS Punjab Sports University Patiala Vice Chancellor Lt Gen (Retd) JS Cheema, Dronacharya Awardee and Ex Chief National Boxing Coach Gurbaksh Singh Sandhu and Chandigarh University Director Sports Dr Raj Kumar Sharma.

Meet Hayer said that keeping in mind all age groups and physical fitness, playgrounds will be established at the village level looking at the local needs. There will be a provision of one time matching grant (maximum Rs. 10 lakh per village) of 25 percent of the total budget. There will be a battery test to evaluate the player’s ability. Similarly, 1000 cluster level sports nurseries with better coaching, sports equipment and refreshments will be established. At Rs. 25 lakh per nursery, it will have a total budget of Rs. 250 Crore. A district level sports structure with 200 sports hostels in each district is to be established to prepare sportspersons for National level competitions. There will be a total capacity of 5000 players across the state with a budget of Rs. 250 Crore. State level centers equipped with state-of-the-art facilities are to be established. Apart from Jalandhar, Mahilpur, Mohali, Patiala, Ludhiana, Bathinda and Amritsar, the district level structure is to be upgraded to state level.

Meet Hayer further said that the provision of 500 posts in the special cadre has been prepared for the best medal winning players including 40 deputy directors, 92 senior coaches, 138 coaches and 230 junior coaches. He said that compared to 2017 coaches in Haryana, there are only 309 coaches in Punjab and as per the new sports policy there is a proposal of 2360 coaches.

According to the new sports policy, in addition to the gradation list of 35 sports, there will also be grading of sports included in the Olympic, Asian and Commonwealth Games. Arrangements will be made to give the gradation certificate online. Sports achievements will be given 30 percent priority for recruitment of coaches and PTIs. New rules will be introduced to bring transparency and fairness in the selection of players under which expert coaches will be appointed as supervisors. A website will be created for the profile of the players. A dedicated YouTube channel will be started for live broadcasting of sports competitions.

Meet Hayer said that it was decided to increase the prize money of the Gold, Silver and Bronze medal winners of the Olympic Games to 2.25 Crore, Rs. 1.50 Crore and and Rs. 1 Crore to Rs. 3 Crore, Rs. 2 Crore and Rs. 1 Crore respectively. Earlier, about 25 sports and medal winners were getting cash prizes, while now the number has been increased to 80. In this regard, the New sports competitions include Special Olympics, Deaf Olympics, Para World Games (Rs. 75, 50 and 30 lakhs), Badminton’s Thomas Cup, Uber Cup, BWF World Tour Finals (Rs. 75, 50 and 40 lakhs), Tennis All Grand Slams (Rs. 75, 50 and 40 lakhs), Azlan Shah Hockey Cup (Rs. 75, 50 and 40 lakhs), Diamond League and recognized tournaments of internationally reputed organizations (Rs. 75, 50 and 40 lakhs), Deaf World Cup, Blind World Cup (60, 40 and 20 lakh rupees), Youth Olympic Games (50, 30 and 20 lakh rupees) etc. have been included.

Announcing the cash prize money for the first time for the preparation of international sports competitions, Meet Hayer said that Rs. 15 lakh will be given for Olympic Games and Paralympics. Similarly Rs. 8 lakh each for Deaf Olympics, Special Olympics, World Championship and World Cup (four years), Asian Games, Para Asian Games. and Deaf Asian Games, Commonwealth, Para and Deaf Commonwealth Games, World Games held after four years, Rs. 7 lakh for Special Olympics, Rs. 6 lakh for ICC World Cup, World Test Championship, Twenty 20 World Cup, Blind World Cup, Rs. 5 lakh for World Championship and Afro-Asian Games, Rs. 4 lakh for Youth Olympics, Asian and Commonwealth Championships, Rs. 3 lakh for SAF Games and SAFF Championship, Rs. 1 lakh each for World University Games, Youth Commonwealth Games, World Junior Games and Championship.

It has also been decided to start awards for the first time for coaches and promoters like players. Meet Hayer said that the coaches of Punjab will now get the Olympian Balbir Singh Senior Coach Award, which will include a prize money of Rs. 5 lakh, a trophy and a blazer. Similarly, Milkha Singh Award for Sports Promoters/Organization is being started for any private organization or individual promoting sports. The prize money will include Rs. 5 lakh, memento, blazer and certificate.

The Sports Minister said that Balbir Singh Senior Scholarship Scheme has been started for the first time to give monthly scholarship to the medal winners at the National level. Under this scheme, a scholarship of Rs. 16,000 will be given to the National Medalist at the senior level and a scholarship of Rs. 12,000 to the National Medalist at the junior level.

Meet Hayer further said that the Chief Minister decided to formulate a new sports policy after seeing the changes in sporting scenario in the past and many shortcomings in the previous sports policies. A committee of experts was formed by the sports department to formulate a new policy. Apart from Hockey Olympian Surinder Singh Sodhi and former DGP Rajdeep Singh Gill, NIS, SAI, Higher and School Education representatives were included in the committee. Suggestions were taken from the Punjab Para Sports Association and general public.
